JACKSONVILLE, Fla -  Tropical storm "Rafael" has formed in the Eastern Caribbean and will turn more northward through the weekend.  The storm should move just east of Puerto Rico by Saturday night producing heavy rain and gusty winds on the island.  From there, "Rafael" will continue north staying well east of Florida and even east of the Bahamas despite a brief turn to the northwest early next week.  The First Alert Weather Center expects no significant impacts from "Rafael" on Northeast Florida and Southeast Georgia.
Meanwhile..."Patty" is rapidly falling apart to the east of the Bahamas and should soon dissipate.
