JACKSONVILLE, Fla. - 15-year old Clare believes foster care is one of the best things that ever happened to her. She was abused as a baby in North Carolina and was sent to live with her grandparents here in Jacksonville. Clare says life with her Grandparents was wonderful for as long as they could take care of her.
