dear mr. regan, now you have placed a curse upon the city, by declaring "we are only going to do this once in our lifetimes".. as hurricane season is barely begun, & we have 5 months ahead, such statements are premature.. also allow me to point out your city;s dept. of public works motto.. " we may not get er done right the 1st time, nor the 2nd, nor the 3rd, but eventually by god, we'll get er done "!! so here comes a category 2 or 3, & there goes your seawall into the harbor... AND YOU ARE ADMITTING YOUR CITY WAY OVERALLOCATED FUNDS FOR THIS SEAWALL, AND YOU ARE WAY UNDER BUDGET, SO IT WON'T COST TAXPAYERS ANYMORE ??? HOW IS THAT MR. REGAN ?? ONE WOULD THINK IT WAS TAXPAYERS MONEY TO BEGIN WITH , THUS, IT IS COSTING THEM MORE... WHAT WERE YA'ALL GOING TO DO WITH ALL THIS EXTRA MONEY??? HAVE A BARBQUE??

A seawall design in a tidal area with an exfiltration system for drainage - absolutely NOT brilliant...
