A grant helps local police make arrests in two cold cases
JACKSONVILLE, Fla. -- The Jacksonville Sheriff's Office is crediting a grant for helping them close two cold cases.
Michael Franklin, 31, is now behind bars. He is charged in the 1998 murder of Michael Bouey. In a separate case Michael Williams, 51, was arrested for the 1999 murder of Andrea Clements.
Police say their efforts were helped by a $500,000 DNA grant.
