This cases appears to me to be about punishing people who don't want to live in traditional nursing homes endorsed by the state. They might need help with some things and are willing to over look some minor maintaince issues. Many states have this lucrative contract going with nursing homes where they take all the elderly has at death. That should be invetigated.
