If as you say, you can cut the budget five or even seven million, and not loose any more jobs, that tells me there is alot of FAT still in the city budget even after all the fighting over who will take the biggest budget cuts we still have ways to cut that kind of money, without loosing more positions? Something isn't adding up here! Should we be surprized!!!
