Compromise reached on proposed Metro Park noise ordinance

JACKSONVILLE, Fla. -- A proposed city ordinance regulating noise levels in Metro Park cleared a City Council committee Wednesday. Concert promoters and council members hope the new ordinance will keep major concerts in town.

“I will know if Rockville's going to stay at Met Park when we get to 10 p.m. on the Sunday at the end of the event, and we see how it goes and we see what fines we've racked up and hasn't racked up,” said Mike Yokan, a co-promoter for the Welcome to Rockville concert.

The ordinance, approved by the Ad Hoc Committee on Metro and Urban Parks, calls for measuring noise over a five minute period. It also features an escalating series of fines for violations - from $250 to $2000 depending on noise levels. The first offense carries a warning.

Council members said the ordinance is not perfect, but the compromise should work for everyone.

“Just the heightened awareness has caused some of the promoters to try and tone it down try to comply and the complaints have gone down,” said Lori Boyer, council member for District 5.

Welcome to Rockville is set for the last weekend in April. Hundreds of hotel rooms for the weekend have already been booked, according to promoters.

The full City Council still has to sign off on the ordinance before it takes effect.
