PALM COAST, Fla. -- Investigators arrested a couple in Palm Coast on charges of child neglect and abuse.
The investigation began in September when doctors at Flagler Hospital Flagler treated a 3-year-old child with a broken arm.
Doctors believe the injury occurred at least two days before the suspects brought the child in for treatment.
Joanna Flynn-Carroway, 27, told investigators she had the child by the arm when he pulled back and dropped to the floor. She said she heard an "air bubble" sound go through his arm. The boy fell on the same arm a few hours later, deputies said.
Flynn-Carroway told investigators she had no way of getting to the hospital.
Douglas Destin, 26, told deputies he didn't think it was a good idea to go to the hospital. Authorities say he made a splint to treat the boy's injury.
Investigators say 12 days after the injury Flynn-Carroway took her child to the doctor, who said her son needed hospital attention.
Investigators learned Destin often punished the boy by making him sit by the front door for up to an hour at a time. Investigators say Destin would also put the child's legs over his head, causing pain to his groin area and pour cold water over the child during naps.
The Department of Children & Families removed the child and two others from the home. They're six years old and two months old.
Flynn-Carroway and Destin are free on a $7,500 bond.
