Crash off Jacksonville's coast costs submarine chief his job

NORFOLK, Va. -- The commander of a submarine that hit Navy cruiser off the coast of Jacksonville has been relieved of his duties.

Cmdr. Thomas Winter was reassigned Friday. Last October, the USS Montpelier collided with the USS San Jacinto. The Navy's investigation cited the causes as human error, poor teamwork, and the commanding officer's failure to follow proper procedures.

Winter now moves to administrative duties at Commander, Submarine Force Atlantic in Norfolk. Cmdr. Stephen Mongold takes his place on the USS Montpelier.

Their title is Captain even though the rank is commander. If sub in the US Navy crashes into anything other than a pier the commanding officer is usally relieved. If transiting on the surface in high traffic area sometimes there is investigation where the captain is not relieved. Saying Chief implies CPO was removed from duty.
