This appears to be arborist work verses logging. All loggers work from the ground so they don't have any danger of falling. An arborist first removes branches and then takes down the tree in sections. When a tree is located next to a house or power lines an arborist is often used to remove the tree using controlled cutting techniques that lower sections to the ground using a crane and ropes. There are arborist certifications and trainings as this is extremely dangerous work to attempt without special knowledge. I think of a freak accident as a 1 in a million chance like winning the lottery or getting hit by lightning. This sounds more like a reasonably forseeable injury. This is so tragic when a young teen dies at work, my heartfelt sympathy to the family.
