ORANGE PARK, Fla.-- The battle over a new e-cigarette ordinance in Orange Park will be drawn out even longer.

Groups for and against it surrounded Town Hall Tuesday night where council was expected to vote on a measure that would ban using e-cigarettes anywhere smoking is already prohibited, including school grounds.

"We have been trying to demoralize the act of smoking and use of cigarettes now," said Orange Park student and Students Working Against Tobacco member Aser Civilus. "With e-cigarettes being allowed and it's use being allowed that's basically falling back and backtracking."

But the town said it needs more time to make the right direction. On Tuesday, the council amended the ordinance to include how a violator would be punished; with a $100 fine, but with no criminal offense.

It's a change that put off the vote, frustrating those for and against the ordinance.

"I think we certainly want it over with and how could you not know that distinction was in there when you get to the second reading," said Dr. Barry Hummel with the Tobacco Prevention Network.
