Federal prisoner shot and killed in Kingsland

KINGSLAND, Ga. -- A prisoner from the D. Ray James Corectional Facility in Folkston is dead after an altercation with prison guards at a medical facility in Kingsland.

The prisoner has been identified as 33-year-old Larry Marcell.

On Tuesday morning, three federal prisoners were transported via the U.S. Marshals Office from the prison in Folkston to receive routine medical treatment at a medical center in Kingsland.

While exiting the transport van, authorities say Marcell attacked one of the corrections officers in the back parking lot of the medical facility. During the struggle, Marcell gained control of the officer's weapon and fired it. The bullet hit the ground and no one was injured.

The second corrections officer shot and hit the prisoner. The prisoner was airlifted to UF & Shands Jacksonville where he was pronounced dead, according to the prison's management company.

None of the corrections officers or other inmates sustained any serious injuries.

The Georgia Bureau of Investigations and the Kingsland Police Department are handling the investigation.

This incident can be directly attributed to the the US Marshal Service's mentality/requirement that both Transport Officers be armed rather than only arming one, so the other has no weapon when in contact with any inmate. The Florida Department of Corrections subscribes to the policy of only one armed (firearm)officer on transport. I personally feel this is a wise policy which has prevented this type of incident. The unarmed officer can carry a less-tha-lethal weapon; i.e., OC, ERD, etc.

I have delivered to that place many times, the 'security' looks like a joke. Glad this turned out this way and not the other way around.

Good Shooting, best way I know to save our tax dollars. Wish they would kill more of them, especially those with criminal records longer than my arm.
