JACKSONVILLE, Fla. -- On the day enrollment begins for the new health care exchanges under the Affordable Care Act, countless people had trouble logging on to the health insurance marketplace website.

The Department of Health and Human Services set up locations throughout the nation, including two in Jacksonville on Tuesday, offering services of "navigators" to help people sign up for the new health care exchanges.

But even Heather Hernandez, a federally-licensed Obamacare navigator was experiencing trouble logging onto the site.

"I tried multiple times and I have not been able to," said Hernandez.

Eventually she was able to connect to the login page. Even though the Epilepsy Foundation of Florida office on San Jose Boulevard is one of only two navigator sites open in all of Jacksonville on day one of open enrollment, the only people who showed with questions during the hour we spent there Tuesday were fellow members of the media.

"I hoped at least people would be as excited about it as we are," said Hernandez. Navigators insist it'll be easy to sign up on your own after website traffic slows down.
