1st off,, ban sleeping on the beach,, then enforce it !!! 2ndly, enforce a no pan handling ordinance like st. augustine did, and watch them leave for greener pastures !!! we still have a few, yet those quickly get reported to police who issue warnings,, then make arrests upon ignoring of the warning...a few of the dummies think the law doesn't apply to them ???it's not our responsibility to provide for these drunk & drug addicted losers,, it is their problem,, allow them to grow up or spend awhile in prison...we all have choices to make in life,, and most of us realize it is our job to be responsible & pay our bills,, not to get drunk or stoned and beg for money all day long !!! course you could accidently run them over,, be cheaper in the long run !!!
