JACKSONVILLE, Fla. – They may be small, but some people call them litter on a stick. Officials with the city of Jacksonville say efforts to crack down on small signs along the roadway are paying off.

The Municipal Code Compliance Division or MCCD issued 2,095 citations last fiscal year --  the period from Oct. 1, 2012 to Sept. 30, 2013. That number is up from 795 the previous fiscal year.  But one council member told Action News the city could do even more to eliminate the problem.

"It's always been the same response, we don't have enough resources, we can't, we can't, we can't,” said Bill Bishop, who represents District 2 on the council. “Some of that accurate, some of that I think it's just inertia."

MCCD told Action News some individuals post signs knowing it’s against the law. Bishop acknowledges it can be tricky to track down violators.

"Some of them have gotten very sophisticated at it, by using blind phone numbers leave a message and we'll call you back,” he said. “And it becomes difficult sometimes to track them down to find them."

But he said residents working together in their own neighborhoods can go a long way toward cleaning up roadways.

"My wife and I make it almost a weekly Sunday project on our way home from church, we literally clean up as best we can all the signs in the right of way from the church to our house,” Bishop said.

The city said it's having more success in court against violators and they've received payments from several businesses. Residents can report concerns to 630-CITY (2489).
