JACKSONVILLE, Fla. -- A local teacher is out of a job after she broke a slew of rules.

"Seeing a history and a pattern of just making irresponsible decisions has to lead to a point of accountability," said Superintendent Dr. Nikolai Vitti.

Ann Shields had been an educator in Duval County for 10 years.

Action News obtained the investigative report from the district that lists at least three incidents at Stonewall Jackson Elementary, dating back to 2010, in which she left kindergarten children unattended for as long as two hours.

School leaders said she also made racial remarks to a fellow teacher. Not to mention, she even reportedly pushed a student against the wall last September.

Action News called Shields and even went to her home but got no answer.

We then spoke with her neighbor, who said she moved out about a month ago.

"She shouldn't put her hands on the kids," said neighbor Amanda Murphy.

With two kids of her own, the neighbor said Shields deserved to get fired.

"Schools are a safe place for kids; they should be welcomed and not treated like that," said Murphy.
Shields was reprimanded at least five times, suspended for 30 days without pay twice and then terminated.

We asked Superintendent Dr. Nikolai Vitti if he thinks she was given too many chances.

"I don't know if all of those issues should have leaded to termination, but I would say it should have arrived to the point where we weren't dealing with those issues only at the school level," said Vitti.

Vitti told Action News they've recently increased the level of accountability for teachers, and said actions like that won't fly anymore. The superintendent also said he wouldn't even consider allowing Shields back, even if she fought for it.
