YULEE, Fla. -- Action News is learning new details about a former Nassua County deputy and school resource officer on the other side of the law.
Alan Manchester was forced to turn in his uniform over the weekend after his own agency arrested him for having sexual relations with a minor.
Manchester is accused of sexual battery and lewd and lascivious behavior with a minor.
The 47-year-old was a school resource officer at Yulee High School.
Gary McLain called law enforcement about, what he calls Manchester's questionable relationship with a young girl.
He's only speaking to Action News about what he says he saw happen again and again right next door to his home in Callahan.
"He'd have his arm around her and they'd be like kissing," said McLain. "Not like father and daughter, but like husband and wife or boyfriend and girlfriend."
According to the arrest report from the Nassau County Sheriff's Office, Manchester confessed to having a sexual relationship with the victim.
Manchester admitted that the victim became pregnant with their first child when she was just 15 years old. She gave birth to a second child when she was 17.
Information about how Manchester knew the victim was redacted from the report.
Meanwhile the former deputy's neighbor says he reported the crimes to child services and even the FBI two years ago, but nothing was done until this year.
"I don't know if any other administration had knowledge of this or not but it did come to our attention and we acted on it," said Sheriff Bill Leeper.
Action News reporter Ryan Smith obtained the termination letter that Leeper delivered to Manchester. His last paycheck will be mailed at the end of the month.
McLain says he's relieved Manchester isn't at Yulee High anymore as a school resource officer. "As a man, you don't just do that to a child. Even if it was consensual, she was 14, 15 years old."
Manchester was also employed as a resource officer at West Nassau High.
He is scheduled to appear in court next week for an arraignment hearing.
