Actually some the places if you answer the call you get charged. That countries rules not ours applies. THE US GOVERNMENT would go ape if a country was found to be stealing from it, yet feels stealing from it's citizens enmasse is permissible. Simply have the US government inform the governments involved if the scams do not stop immediately we will block your outgoing calls to the US. I can assure the crack down on these criminals would happen overnight then.

"But answering that call would have cost her $9 on her next bill." That is incorrect. Returning the call will incur a charge but answering it will not. That statement should be removed from the article.
