Panhandlers in Jax Beach

JACKSONVILLE, Fla. -- Jacksonville Beach police are getting complaints everyday about panhandlers. 
They say panhandlers are mainly bugging people in the boardwalk area. People we talked with are sick and tired of dealing with them. 
Police agencies in our area are starting to see a huge increase.  That’s why they are cracking down. If they don't, it could turn into a bad scene.
Action News obtained surveillance video from a downtown restaurant. It shows a man pepper 
spraying a man as he reaches under his shirt.
Jacksonville Beach is seeing the same thing. Sgt. Tom Bingham says it has gotten worse with the bad economy. “If you say no, they follow you. They yell and curse at you and sometimes threaten bodily harm.“
Panhandlers could get a 25 dollar ticket, jail time, or community service if they’re caught.
