JACKSONVILLE, Fla. -- A pedestrian was hit and killed by a pickup on Philips Highway around 11:30 p.m. Thursday.

According to the Florida Highway Patrol, 62-year-old Irene Cepeda was walking in the left turn lane of Philips Highway. FHP said that's when a Ford F-250 struck Cepeda.

other states have laws for Jay Walking, Jacksonville is well known for this. University is prob the worst. I once saw two girls about 15 years old actually push a child about 3 years old into the street so traffic would stop to let them walk across in 5 o'clock traffic. Smartin' up Jax....Drivers cannot always be held responsible for folks who think it is ok to walk into the streets waiting for traffic to stop or go around them. It's time the city of Jacksonville does something about this problem. Give'em tickets and lower our taxes!
