ST. AUGUSTINE, Fla. -- Police believe someone may have answers in a now 22-year-old murder of a construction worker.

Richard MacDougall, 22, was found dead December 1, 1990, in front of what was then Barnett Bank. Investigators say he had been shot by an unidentified man after an argument on Cathedral Place.

MacDougall was with a friend at Shrimp Haven Bar before the incident and walked downtown to Tradewinds Bar.

Investigators hope someone may have seen him prior to his death.
