JACKSONVILLE, Fla. -- The first guy we're going to show you tonight knows the rules. He just refuses to follow them.

Take a good look at 49-year-old Robert Evans. He's a lifelong criminal with a thick rap sheet.

In 2000, he was convicted of lewd and lascivious behavior on a child--that's why he's now a registered sex offender.

Evans was recently arrested for not checking in with police. But when he got out of jail--he did it again!

Carloveto Dumas, 23, is a wanted sex offender.
