JACKSONVILLE, Fla. -- President Barack Obama received a warm welcome from 3000 supporters at the Prime Osborn Convention Center Thursday.

"It is good to be back in Jacksonville, Florida," he said.

And the Commander in Chief didn't waste any time telling voters why he's running for President, again. "I'm running because I believe nobody in America should go broke just because they get sick"

He touted his Affordable Care Act. He promised tax cuts to the middle class. He said, "I will also ask those making over $250,000 a year to just go back to the rates they were paying under Bill Clinton, because by the way, that worked."

He talked about to lowering college tuition, reviving American industry, renewing American optimism. "The idea that no matter where you come, no matter who you are, no matter what you look like, America is a place where you can make it if you try," he said.

Voters hung on his every word. With t-shirts and banners, they showed their support, hoping Barack Obama will be President for four more years.

Supporter Linda Everett said, "I just think he's wonderful. I certainly hope he wins."

Julian Robertson, just 14 years old, said, "I felt like the emotion coming up inside. I was really moved by it."

And supporter Melbina Ezell said, "Barack Obama, there is no other way."

Jacksonville is part of a two day tour of Florida for the President. His next stop is West Palm Beach.

2:15 p.m.

JACKSONVILLE, Fla. -- President Obama apologized for the weather delay saying, "even Air Force One has to fly around the thunder."

The comment drew laughter from the packed house at the Prime Osborn Convention Center.

President Obama arrived late due to the storms over Jacksonville (click here to read blog).

The president is now speaking to a crowd of several thousand supporters.

"America is a place where you can make it if you try," said President Obama. "As Americans we don't expect handouts, but we expect hard work to pay off."

1:40 p.m.

JACKSONVILLE, Fla. -- The crowd at the Prime Osborn Convention Center is still in good spirits, in spite of a slight weather delay.

As they wait for President Obama to arrive, the crowd is singing Al Green's "Let's Stay Together."

1:25 p.m.

JACKSONVILLE, Fla. -- The weather delayed President Obama's visit to Jacksonville by about 20 minutes.  Air Force One just landed at JIA.  The president will make his way over to the Prime Osborn Convention center where an estimated 4000 supporters are waiting patiently for his arrival.

We've been able to hear thunder, but the rain hasn't dampened anyone's spirit, so far. The crowd is still cheerful and lively.

JACKSONVILLE, Fla. -- The stage is set, and the crowd is starting to thicken at the Prime Osborn Convention Center. An estimated 4000 people are here right now, anxious to see President Obama.

President Obama is expected be arrive within the hour. And when Mister Obama gets here, he'll get a warm welcome. Supporters from all over the state are here.

President Obama is on a two day tour of Florida. He's expected to sell his plan to cut taxes for the middle class, and to ensure that come November, he'll get Jacksonville's vote.

If you recall, President Obama lost Jacksonville back in 2008. The president is hoping that won't happen again this election.

President Obama is expected to start speaking at 1:15 p.m.  However, staffers tell us it could be later than that because of the bad weather (click for First Alert forecast) moving into Jacksonville right now.

Wonder how many of those 3,000 were on food stamps? Many will be if Obama gets four more years. This man is hell bent on making this country a socialist society with the government in control of everything. All Democrats in government apparently want the same thing since they are all in lockstep with his agenda. All Democrats coming up for re-election must be defeated to save this country from economic collapse and all the bad things that come with it.

"As Americans, we don't expect handouts, but we expect hard work to pay off." No, Mr. President. As Americans, we HOPE hard work pays off. Only those with a mindset of unfairness "expect" something.

Better yet when he gives he rally cry about how he supports veterans. Ask him about his VA sectary stating that Agent Orange Navy deep water veterans dying of cancers will never be service connected while he is on watch. Ask him why military people are going have to foot their on health care bills while federal employees and Congress and up do not have to. Ask him why he thinks it ok to force straight men in the military to shower with gay men but thinks it ok that women should have seperate showers.

Cut taxes to middle class? He just passed the largest tax increase on the middle class in history of the US. Mandated health insurance or else. Pay it let the companies profit then they will buy lobbiest to create law loopholes to keep the money. Ask him what is in his bill to prevent insurance companies from hiring lobbiest to change the bill slowly over time so the keep the money and you get nothing.

I would like to ask the President why those shovel ready jobs promised if taxpayer money was put into infrastructure "why are so many of those jobs going to Chinese companies and Chinese workers?" Diane Sawyer of ABC news reported this http://abcnews.go.com/WNT/video/us-bridges-roads-built-chinese-firms-14594513?tab=9482930?ion=1206853&playlist=14594944 On top of this, the bailout of GM that was suppose to do so much for the auto industry in this country; according to the CEO of GM, 70% of GM vehicles are made outside this country. This is a video of him speaking in CHINA - http://www.youtube.com/watch?v=Lvl5Gan69Wo&feature=youtu.be
