Scholarship with strings attached?

Any "strings" attached to the scholarship are okay as long as they are in place when the students accept the scholarships. Students should not be held responsible for extra requirements that are added after the fact - and there shouldn't be any student whining later down the road. If they accept a scholarship they should be smart enough to check it out before doing so.
