MIAMI, Fla. (AP) -- Tropical Storm Fernand has formed off Mexico's Gulf coast and is expected to make landfall Monday.

The U.S. National Hurricane Center in Miami said Sunday the storm had winds of at least 45 mph.

Fernand is about 25 miles east of the Mexican state of Veracruz.

A tropical storm warning was in effect on Mexico's Gulf coast from Veracruz to Tampico.

The storm is expected to produce 4 to 8 inches of rain over parts of eastern Mexico.
