BRUNSWICK, Ga. -- Karen Latham, 44, is being held in the Glynn County jail on charges she tried to hire someone to kill her brother.
Neighbor Jim Kane said he was shocked to hear of her arrest.
"Amazed," he said. "I mean, she has two little children, two little girls. I mean, how in the world could you do something like that?"
Glynn County Police Chief Matt Doering said his department's investigation started about a month ago when he personally got wind of Latham's alleged plan from some confidential informants.
He said those informants told him "about Ms. Latham having at least expressed an interest in hiring someone to murder her brother."
He said he brought in some undercover cops from Valdosta, who met up with Latham at a Brunswick doughnut shop, posing as potential hit men.
Chief Doering said, "The officers did not go to her and say 'Hey, we heard you want to do this.' It didn't happen that way."
He's keeping tight-lipped about how Latham found the fake hit men, and why she might want her brother dead.
He said she offered the undercover officers $11,500 to commit murder, handing over $1,500 as an initial payment.
"It's just unbelievable," said Kane.
Latham faces a felony charge of criminal solicitation of murder. She's being held without bond. She's due in court Friday.
