JACKSONVILLE, Fla. -- A toddler nearly drowned on Tuesday at a Westside daycare center that never applied for a license.

A 2-year-old boy was rushed to Wolfson Children's Hospital in critical condition after police say he was pulled from a pool behind a Westside house Tuesday afternoon.

Action News has learned an unlicensed daycare center called Kiddie Heaven Daycare has been operating out of that same house on Ireland Drive.  The business has a website featuring photos of children playing in the pool, but it doesn’t have a license to operate a daycare center.

"They have a website; that is pretty brazen. We were very surprised by that," said John Harrell, a spokesman for the Department of Children and Families.

According to DCF, the daycare business inquired about a license with the agency in March. But the two women running Kiddie Heaven never applied for a license.

Neighbors tell Action News that women opened the daycare business a few weeks ago and would typically care for more than a half-dozen children.

Police say their investigation reveals children were playing in the pool Tuesday and all got out safely. Then somehow the 2-year-old boy re-entered the water.
