Equipment malfunction or human error probed in propane gas plant explosions

TAVARES, Fla. (AP) -- A fire official in central Florida says last night's explosion at a propane gas plant may have been caused by equipment malfunction, or by human error. But sabotage isn't suspected.

The explosions left eight people injured, with at least four in critical condition. Everyone who was in the plant at the time has been accounted for.

The Blue Rhino plant northwest of Orlando refills propane tanks typically used for barbecues and other purposes. There were some 53,000 of the 20-gallon tanks at the plant.

This morning, smoke has been billowing from a storage container on the property. The parking lot was littered with thousands of the blackened 20-gallon propane containers.

Nearby, three large tanks of propane -- each weighing 33,000 pounds -- sat untouched. A fire battalion chief says the hoses that were designed to spray water on the tanks in case of fire did not go off as planned because they had to be manually activated. And he added, "most sane people don't stick around for an event like this."
