What's to review? We don't fly foreign flags in this country except where allowed under the American flag. There are logical reasons for that, but among them is that this is America. The national law is that you only fly a state flag as long as the American flag is taller than (or above) the other(s). Many people violate this, but typically on private property such as their residence. The exception is the United Nations building.
