JACKSONVILLE, Fla. -- Action News is learning more about Justin Carter.

Police have not made any arrests just yet in connection to Rosie Orr's disappearance, but they are talking to 35-year-old Justin Carter. JSO officers arrested him Sunday on three counts of drug charges. Police say they found pill bottles in his house and his car. More importantly, they also found 12-year-old Rosie Orr.

There's a lot of information both on Carter's Facebook page and in the police report. For example, he works at Target. Neighbors say, he always seemed quiet and they barely saw him. His pictures show a smiling, happy Carter. They were just added to his Facebook page last month, showing him at the beach.

The police report shows a different side of Carter, one that involves drugs and a 12 year old girl. The police report says Carter admitted to buying drugs off the street. He claimed it was for back pain. Inside a house on 56th street, police found oxycodone and marijuana. Neighbors like Charles Tolbert say Carter pretty much kept to himself. "I met him one time, that was it. He borrowed water from me."

That was four months ago when Tolbert says Carter moved in. When the same neighborhood was lined with police tape Sunday, other neighbors say it was pretty scary. "It was like being on cops, pretty wild. I've never seen that before," said Virginia White.

Action News did some digging and found Carter isn't originally from Jacksonville. Now we know he's from Massachusetts. Carter graduated from Holyoke High School in '92 and Holyoke Community College in 2001. We tried to find Carter's family, but every number was disconnected.
While police continue to find out more about Carter's relationship with Rosie Orr, neighbors are trying to get back to a normal life that doesn't include police at their door. "Right next door, it was a little bit of a shock. I guess I need to check out my neighbors better," said Tolbert.

Carter is in jail right now on three drug possession charges. The FBI is still investigating his involvement with Orr and charges are pending.

I knew that guy Justin Carter, not surprised at all. He is a VERY STRANGE man.
