JACKSONVILLE, Fla. -- "He must resign immediately."

It's a message from the Duval County Democratic Party chairman Neil Henrichsen and one that Matt Shirk is still not answering.

"I think the press and the media, your station, has been out there really following this story and it is a matter that all citizens should step up and call for his resignation. This is not the right thing, not what we should expect from a public official and we should hold him accountable."

Action News is the first media outlet to file public records requests looking into allegations of impropriety by Shirk inside his office. Documents we obtained today show we asked for records eight days before any other media.

The accusations are powerful, from drinking with employees to flirting with staff through inappropriate texts messages and emails to a confrontation by his wife with his workers.

Three controversial terminations and two resignations followed. Despite daily requests, Matt Shirk won't answer our questions at all.

This weekend, he ducked our cameras but talked to the Florida Times-Union.
He admitted to the T-U much of what our sources told us.

The city says if Shirk or his staff were drinking in his office it's a building leased by the city and that would violate city code: One of our top lawyers breaking the law.

This is not a Democratic issue. This is not a Republican party issue. It's an issue of having a public servant who has broken the law.

Action News went straight to Jacksonville Mayor Alvin Brown to ask if Shirk should resign.

"I'm not going to get into what he should and shouldn't do. Gov. Scott already appointed someone to look into it, to investigate it, to review it and let the process take care of itself."
