Woman accused of hitting 9-year-old with belt

GAINESVILLE, Fla. -- A 46-year-old woman is facing a charge of child abuse after police say she hit a 9-year-old multiple times with a belt.

The Department of Children and Families said the woman is the girl's mother. The agency is investigating the case.

A Gainesville Police report states Elaine Howe was arrested and booked into the Alachua County Jail on Friday after the child’s doctor reported bruises and scars on the girl’s arms.

"We are glad that this doctor reported the abuse because the state laws have been strengthened here in Florida that require anyone that suspects that the child is a victim of abuse and neglect to report it," said John Harrell, DCF spokesperson.

According to the police report, Howe told a Gainesville police officer during the investigation that she struck the 9-year-old with a belt because the child wouldn't listen and refused to do her homework and chores.

The girl is in the care of relatives and DCF has arranged for her to received medical check ups. Howe bonded out of jail Sunday and is facing a third-degree felony for cruelty toward a child.

Ok first I have to say, that if she left scars after a beating well then, to bad for Momma. But I feel thats the problem with kids today, too much time out and not enough butt blistering!! My Dad swatted me with a belt whenever I did something wrong, and I mean something wrong, not telling a little fib or pushing my little sisters, which always came with a chewing out! But something wrong as in punching my sisters or lying to my Mom, disrespecting my teachers, or fighting in school, then he'd let loose usually 2 or 3 good swats! And it taught me how to be a good youngster! It was unheard of to tell Mom and Dad "I won't" or a flat out "No" that was a belt or paddle offense big time! Also unheard of, acting up in school... oh no.. first teacher would paddle you and then when you got home you got it again twice as bad!! Fighting hahaha if you were at another kids house and their Mom caught ya oooheeee! She'd come out paddle ya both send you on home to your Momma and you'd get it again! And if your friends Mom didn't paddle you Mom and Dad would ask her why?? Hell I'm not scarred for life, I didn't turn into a serial killer, or child molester, and Dad used that belt and paddle a whole lot on my butt. I love my country, I love my family, and I think I'm a pretty well rounded out guy, oh yeah and to those of you that think I'm a product of the 30's or 40's, nah guess again, I was born in 1957.

Scars are the key word here. She hit the child so hard she had scars. If that part is true that is way excessive. You spanked her on bottom with belt and sent her to her room.

I'm not surprised - I hear so many threaten kids with a belt. Keep your ears open Jacksonville - there are innocent children's lives at stake.
