Administrative complaint: Doctor performed unauthorized procedure on patient

A Jacksonville-area doctor is accused of performing a surgery on a patient that the patient did not authorize.

Records with the Florida Department of Health say that in March 2014, a patient signed a consent form allowing Dr. Maryann Kenneson to perform procedures that identify and treat kidney stones at Orange Park Surgery Center.

The report said Kenneson was approved to perform a cystoscopy, left ureteroscopy and left laser lithotripsy.

Kenneson is accused of performing a right ureteroscopy and stent placements on the right and left side, which the patient did not authorize, in addition to the authorized procedures.

A urology expert told Action News Jax that these procedures are common to treat kidney stones and said while he does not know the specifics on this particular case, there can be times when a doctor finds it’s medically necessary to treat the other kidney depending on what is found during the surgery.

The expert said a stent is safe but can be uncomfortable for the patient.

According to the complaint, the Board of Medicine can take disciplinary action, which can include revoking or suspending the medical license, issuing a fine or putting the doctor on probation, among other options.

Orange Park Surgery Center declined to comment on the complaint.
