Child found wandering in parking lot early Saturday morning

JACKSONVILLE, Fla. — A mother is facing child neglect charges after police found one of her children wandering alone in a parking lot.

Police responded to a parking lot just before 3 a.m. on Saturday.  Officers found a shoeless boy standing in the parking lot, holding a pillow.

Officers scanned the area and found the front door to a nearby home wide open.

The officers walked inside and found two other children sleeping inside with no adults in sight, according to the police report.

The two children told police the boy found wandering outside was their brother and that their mother went to the store and had not returned.

Police called the children's mother.  She told police she paid a neighbor $50 to watch her children so she could visit a friend.

The neighbor told police he was never responsible for the children.

Police arrested and charged 21-year-old Bianca Chablis Quarterman with child neglect.

The Department of Children & Families is investigating the case.  The children are with relatives.
