JACKSONVILLE, Fla. - Police issued a civil traffic citation to a man involved in a deadly collision on the Mathews Bridge last April.
Henry Lee Curtis drove into a car that broken down on the bridge, knocking 39-year-old Vernon Stephens into the St. Johns River.
Police recovered Stephens' body days later.
Police cited Curtis with careless driving.
According to the Clerk of Courts, Lee has been hit with 27 civil traffic citations since 1996.
