Elections 2018: Malfunctions at Duval County Supervisor of Elections set recount process back

A machine malfunction Monday set the Duval County Supervisor of Elections back a day in the recounting process.

The malfunction affected about 15,000 ballots.

Recounts were ordered in the Florida governor race, U.S. Senate race, and the race for agriculture commissioner.

"We started early because we always prepare for the unexpected and this was one of those unexpected moments,” said Mike Hogan, Duval County Supervisor of Elections.

Hogan told Action News Jax, first thing this morning, they encountered a problem with tabulator # 4.

“It wasn't counting at all. We had to go to our backup. We have four tabulators. We had one that we're holding as an emergency if something happened,” Hogan said.

That emergency machine — which was tabulator # 2 —  was then put into play.

“About an hour into the process, my operator realized that there was something wrong with the count, so he just stopped. Then he checked the other operators and their machines and there was no problem with theirs,” Hogan told Action News Jax.

After testing the machine, the operator confirmed something was wrong.

Action News Jax was not given specifics about what caused the problem with the machines.

“We had to stop counting on machine two,” Hogan told Action News Jax.

On Monday evening, technicians could be seen trying to troubleshoot the machine.

Hogan says tabulator # 2 was not used on Sunday, when they initially began the recount process. “We had to recount those boxes that started this morning,” Hogan said.

Hogan told Action News Jax tabulator #4 has been repaired.

Supervisor of Elections staff will go through more than 381,000 votes before the recount process is completed.

While they have until 3:00p.m. on Thursday to finish counting the ballots, Hogan said they expect to be finished by Wednesday morning.
