Jacksonville man arrested after found in car with teen by police

A Jacksonville man, Jeffery Fountain, 48, was charged with a second-degree felony for unlawful sexual activity with a victim 16 or 17.

A Jacksonville Sheriff’s Office arrest report stated the victim met Fountain on a dating app and agreed to meet in person.

According to the report, an officer found a parked car at Scott Park late at night with two people in the back seat.

Once he approached the car, he said hr witnessed evidence of sexual activity inside the vehicle.

Fountain was taken to Police Memorial Building and the minor’s parents were called and notified.

“It’s kind of dangerous because you think if they’re capable of that, what else could they be capable of,” Shari Smith said.

Neighbors who live across the street from the park said it is usually a quiet neighborhood, except during the summer nights.

“It’s not surprising that that goes on,” Shari Smith said. “At nighttime there are vehicles that park in that parking lot, in the recesses of that corner, and there’s no telling what goes on.”

Action News Jax law and safety expert Dale Carson said Fountain could be charged with more.

“If you use a computer-related device to connect with someone who’s underage and afterward engage in some sort of inappropriate behavior, then you could be charged with a computer crime,” Carson said.

He said the best way to find threatening activity on a phone or computer device is to monitor it regularly and set privacy setting to block different users.

“It’s a warning to all of us, yet we see it constantly that men and women engage in this activity over the internet that exposes them to serious criminal penalties without regard for the implications for that,” Carson said.
