JSO: Incident off Philips Highway was not a kidnapping

UPDATE: The Jacksonville Sheriff's Office learned that an abduction did not happen. JSO said the apparent victim was located safe in another jurisdiction. Original story below:

The Jacksonville Sheriff's Office is investigating a potential kidnapping that happened Thursday afternoon.

Just before 3 p.m., JSO responded to Philips Highway and Mustang Road. JSO sent the following narrative about what happened:

"Surveillance video shows a white full size SUV drive into and stop at the far end of the parking lot near Mustang Road. Investigation has revealed that at least two males and one female appear to be involved in some sort of altercation near what appears to be an older model White Cadillac Escalade or similar type SUV.  Observed by witnesses, was a young white male wearing a white shirt on the ground with an older white male wearing a black shirt.

"The older white male was observed holding the younger of the two down. Following what appears to be an altercation, witnesses advised the older male helped the younger male stand up and then walked him to the back of the SUV and secured his hands, possibly with plastic zip ties. The younger male was then placed into the back seat of the vehicle. A white female, seen wearing a pink hooded sweatshirt, was originally with the two men but left the area on foot prior to the SUV driving away. She was last seen talking on her cell phone and walking east on Mustang Road towards the motels.

"The incident lasted approximately 10 minutes, before the SUV is seen leaving the parking lot and heading back toward Philips Highway."
