Fire rescue crews responded and pronounced Mann dead a short time later.
Troopers do not have any information about the car involved in the hit and run.
The scene in Orange Park is the second deadly crash troopers investigated Tuesday.
James Addison, 25, was driving on I-10 when he went off the roadway, overcorrected, rotated and collided with a semi-truck, according to Florida Highway Patrol.
He was killed and the driver of the semi was unhurt.
