Palatka Assistant Police Chief James Griffith says when the department found out, Fells was placed on administrative leave with pay depending on the results of the investigation.  Sunday Fells turned in all of his equipment and resigned in person.

Fells was a PPD employee from 1997 to 2011, and returned in December of 2013 as a detective in the investigative division. He had also previously run for Putnam County sheriff.
