WASHINGTON (AP) — One expert says he believes incendiary packages mailed to the Homeland Security secretary and to two state offices in Maryland yesterday were apparently designed to draw attention.

The two mailed to Maryland officials singed the fingers of the workers that opened them. The other, discovered today at Washington D.C. postal facility, popped, smoked and emitted "a brief flash of fire."
