According to a PCSO news release, the scammers call individuals claiming to be from a government agency, such as the Internal Revenue Service and demand money. The scammers say the money is owed to avoid a penalty or arrest.

The victim is told to put a specific amount of money on a green card to pay over the phone, the release said.
