JACKSONVILLE, Fla. -- Police in Georgia arrested a registered sex offender accused of kidnapping a Jacksonville woman and her three children.

Rasheim Dolton, 44, is being held without bond in Peach County, Georgia. He faces one count of kidnapping-hold for ransom or reward or as a shield or hostage; a second count of kidnapping-inflict bodily harm or terrorize victim or other person; and false imprisonment.

The investigation began Wednesday night on Steel Court in Jacksonville. The victim's sister called police to say the woman and her children had been kidnapped against her will and needed help. Two officers went to the victim's apartment and that's when police believe Dolton took off with the woman and children.

The woman managed to call her sister that night to say she was on her way to Tampa to hand out music fliers. But investigators learned she was actually going to Georgia. Authorities issued an alert for Dolton's car.

The Georgia State Patrol, along with the Byron Police Department stopped Dolton's car in Peach County and arrested him. Authorities say Dolton gave the GSP a false name of Luther Bernard Ogletree.

Investigators say Dolton and the woman met online about a month ago on the website, Model Mayhem. Police say Dolton, armed with a gun, came to the woman's apartment three weeks ago and threatened to kill her and her children if she told police. Somehow she managed to get a message to a friend that she was being held against her will. The friend contacted the victim's sister who then called police.

Dolton has four prior charges of kidnapping out of Tennessee, and a kidnapping charge out of Atlanta. His criminal past also includes arrests for false imprisonment, carrying a concealed firearm, and drugs.

WASHINGTON (AP) - The Associated Press has learned that President Barack Obama will free 10 states from the strict requirements of the Bush-era No Child Left Behind law. The move gives long-sought leeway to states that promise to improve how they prepare and evaluate students.

A White House official says the states are Colorado, Florida, Georgia, Indiana, Kentucky, Massachusetts, Minnesota, New Jersey, Oklahoma and Tennessee. The official says the only state that applied for but was denied the flexibility is New Mexico, which is working to get approval. The official spoke on condition of anonymity because the states had not been announced.

The law requires all students to be proficient in reading and math by 2014. Obama's action strips away that requirement in exchange for a viable substitute plan.

JACKSONVILLE, Fla - Three years ago Thursday, a Putnam County girl disappeared without a trace. And three years later, Haleigh Cummings' family continues holding out hope she's alive.

There have been countless searches and countless dead ends since the day she disappeared in 2009. Police have not given up their search efforts, but after years, the leads have dwindled.

The five-year-old girl went missing, supposedly, from her bed in the middle of the night. Police and volunteers combed the woods, the river and miles around her house. The investigation even took crews to Tennessee. Police questioned Joe Overstreet, but he was eventually released.

But the aim always comes back to one woman, Misty Cummings. She was Haleigh's father's future wife and the last known person to see the little girl alive. Investigators have said they believe she is the key to crack the case, but now, as she sits in prison on other charges, she's not speaking.

Several months ago, new investigators were assigned to the case. That's given the family a renewed sense of hope. But Thursday, on the three year anniversary of her disappearance, the tears will flow, but the fight will continue.

There is still a reward being offered for anyone who has information in the case. The family is planning a vigil for Friday.
