<p>TALLAHASSEE, Fla. (AP) &#8212; The state Senate's health budget proposal will increase funding to hire more child welfare investigators and boost programs for people with developmental disabilities.</p><p>Sen. Joe Negron's $30 billion proposal is an increase from this year's budget and includes state and federal money.</p><p>The Department of Children and Families would get nearly $10 million to increase salaries and help improve the high turnover rate of child protective investigators. The Agency for Persons with Disabilities would also get a boost of more than $75 million for their community-based waiver program which helps about 30,000 people a year.</p><p>But the Senate proposal also includes deep cuts for adult substance abuse and mental health programs.</p><p>The Senate Health and Human Services Appropriation is set to continue discussions Thursday.</p><p>&nbsp;</p><p><font size="1" face="Arial, sans-serif"><i>&#169;2012 Associated Press. TALLAHASSEE, Fla. (AP) - Florida A&amp;M University has gathered a panel of outside experts to investigate and recommend ways to end hazing on campus.<br /><br />FAMU president James Ammons announced the school's new anti-hazing committee on Thursday at a board of trustees meeting.<br /><br />The seven-member committee includes a former federal judge, a clinical psychologist, two hazing researchers, a former Los Angeles schools superintendent, another university's band leader and a director of a minority-oriented nonprofit.<br /><br />The historically black public university has been dealing with the recent hazing-related death of drum major Robert Champion and the arrests of FAMU students on charges of hazing other students in the school's famous Marching 100 band.<br /></div>

ORLANDO, Fla. (AP) - Florida's proposed redistricting plan for congressional districts improves on two newly-required standards for reshaping the state's political boundaries but falls short on two others.<br /><br />The Florida Senate will consider the plan on Thursday.<br /><br />An analysis by The Associated Press shows the proposal creates more compact congressional districts and fewer cases of counties split up by district boundaries when compared to the old plan passed a decade ago.<br /><br />But the new plan increases the number of districts with a wide split between Democrats and Republicans. And it slightly decreases the average district's minority population.<br /><br />Florida voters last year approved new standards for reshaping congressional districts. They require that districts be compact, do nothing to dilute minority voting power or favor one party over another.<br /><br /></div>

<p>NAPLES, Fla. (AP) &#8212; Four Pennsylvania residents died in a two-vehicle crash in southwest Florida.</p><p>The Florida Highway Patrol says the crash happened Wednesday afternoon along U.S. 41 in rural Collier County.</p><p>According to the Highway Patrol, 66-year-old James J. Rosini drove into the path of a tractor-trailer after failing to stop at a flashing red light. None of the passengers in the vehicle wore seatbelts.</p><p>Rosini and three passengers &#8212; 68-year-old William J. Rosini, 65-year-old Patricia C. Rosini and 59-year-old Deborah Korbich &#8212; died. The Rosinis are from Coal Township, Pa., and Korbich is from Elysburg, Pa.</p><p>Troopers say 63-year-old tractor-trailer driver David L. Dahl was seriously injured in the crash. His passenger &#8212; 60-year-old Joanne Dahl &#8212; received minor injuries. (AP) - One of three siblings accused in a multi-state crime spree has pleaded guilty in a deal with prosecutors.<br />&nbsp;&nbsp;&nbsp; <br />Lee Grace Dougherty (DAHK'-ur-tee) pleaded guilty in Walsenburg, Colo. on Thursday to one count of attempted first-degree assault and two counts of felony menacing. The charges stem from the capture of the siblings in southern Colorado in August.<br />&nbsp;&nbsp;&nbsp; <br />The 29-year-old faces between nine and 28 years in prison when she's sentenced in April. <p>MIAMI (AP) &#8212; Police say officers shot and killed a man in Miami's Liberty City neighborhood.</p><p>Miami-Dade police spokeswoman Rosanna Cordero-Stutz says detectives patrolling in the area heard shots and saw a car speeding away Wednesday evening.</p><p>Police pursued the vehicle. When they stopped the SUV, the driver bailed out of the vehicle and started to run from the scene. Officers caught up with him and a confrontation ensued.</p><p>Police say an officer shot and killed the suspect during the confrontation.</p><p>Authorities say the SUV was stolen from Palm Beach County.</p><p>No further details were immediately available. (AP) &#8212; Central Florida officials say a body found in a lake is presumed to be that of a woman who went missing after walking her three children to school.</p><p>Orange County Sheriff's officials say 40-year-old Lois Garcia Wilmeth was last seen Tuesday morning. Her husband reported her missing after she didn't return home after walking their children to schools less than a mile from their Lake Nona home.</p><p>The Orlando Sentinel (http://thesent.nl/xcMjFa ) reports a deputy spotted the body Wednesday as he retraced the woman's steps with one of her children.</p><p>Orange County Sheriff Jerry Demings says the woman's husband told them she had been suffering depression. <p>FORT LAUDERDALE, Fla. (AP) &#8212; Authorities say a man and woman face child neglect charges after they were found with a toddler whose burned right hand was missing one finger and had two more &quot;partial&quot; fingers.</p><p>The Department of Children and Families had custody of the 2-year-old girl on Thursday. Officials say 22-year-old Irma Mastamu and 29-year-old Kenneth Chavelier are each being held at the Broward County Jail on $50,000 bail.</p><p>The Miami Herald (http://bit.ly/zYeZcC ) reports police found the girl with her right hand wrapped in a cloth after receiving a tip. <p>LAKE WALES, Fla. (AP) &#8212; Authorities say a central Florida teen killed his grandmother, who was found stabbed nearly 100 times, struck in the face with a wrench and shot in the head with a crossbow.</p><p>The Polk County Sheriff's Office reports that 19-year-old Jasper Aristotle Smiddie was arrested Wednesday morning and charged with first-degree murder.</p><p>Authorities say Smiddie's father contacted authorities Tuesday. The father said Smiddie had called him and confessed to killing 67-year-old Gloria Helfrich. Smiddie lived with his grandmother in a Lake Wales home, where deputies found the body.</p><p>Smiddie was arrested in Highlands County after he was spotted near his girlfriend's home.</p><p>A motive for the slaying wasn't immediately clear.</p><p><br/></p><p><font size="1" face="Arial, sans-serif"><i>&#169;2012 Associated Press.
