<p>JUPITER, Fla. (AP) — Palm Beach County detectives are vowing to keep looking for a teen's murderer — even 20 years later.</p><p>On St. Patrick's Day 1990, 14-year-old Rachel Hurley was raped and strangled in a wooded area near Jupiter Beach.</p><p>Sgt. William Springer with the sheriff's cold case unit says although there aren't any new leads in the case, detectives plan to keep the case open to find the person responsible for the murder.</p><p>Investigators are looking into other similar cases. In January, authorities arrested and charged 47-year-old Todd Clayton Campbell with the 1984 murder of Vickie Lynne Long. That murder also occurred in a wooded area in Jupiter.</p><p>Detectives plan to examine his DNA. <p>DONA VISTA, Fla. (AP) — A dozen cow carcasses have been found in a central Florida pasture, and officials suspect they died of neglect.</p><p>Lake County spokesman Sgt. Jim Vachon says the animals were found Wednesday in various states of decomposition. The deceased cows appear to have died from neglect, since there was a lack of hay and other nutrients necessary for the health of the cattle.</p><p>Several sickly cows were also found alive.</p><p>Agricultural deputies and Lake County Animal Services are continuing their investigation to see if the owner of the animals was neglecting them. <p>KISSIMMEE, Fla. (AP) — A Kissimmee man has been charged with child abuse for forcing a 6-year-old boy to kneel on bottle caps as punishment for bad behavior at school.</p><p>The 41-year-old man was also charged with domestic violence. He was arrested Tuesday and taken to the Osceola County jail, where he's being held without bond.</p><p>His name is not being reported because it could identify the victim.</p><p>A teacher at Cypress Elementary School called police after noticing bruises on one of her students. (AP) — The Florida Senate has passed a resolution calling for a U.S. constitutional convention to draft an amendment that would require a balanced federal budget. If the House agrees, Florida would become the twentieth state to pass such a resolution.</p><p>TAMPA, Fla. (AP) — A mother has pleaded guilty to aggravated child neglect and agreed to testify against her boyfriend in the beating death of her 2-year-old daughter. <p>KISSIMMEE, Fla. (AP) — Authorities are again looking for an inmate who escaped from the Osceola County Jail in central Florida.</p><p>The Sheriff's Office says 39-year-old Carlos Alberto Rosa was reporting missing late Tuesday night by guards from the Kissimmee jail. Deputies, along with helicopters and dogs, were still looking for him Wednesday around the jail.</p><p>A reverse 911 message has been sent to homes and businesses in the area.</p><p>Rosa has been arrested on numerous felony charges including burglary and grand theft auto.</p><p>This was the same jail where a purported gang leader escaped maximum security custody last month. Michael Rigby likely left the state hours after breaking free by removing the toilet and sink from his cell wall. <p>DAYTONA BEACH, Fla. (AP) — So far there have been six reported rapes in Daytona Beach during spring break, and that was all in just one week.</p><p>Police say the reported rapes happened the first week of Spring Break. At least one person has been arrested in connection with a rape, while authorities search for the other suspects.</p><p>One attack happened at a resort and spa. Another four occurred behind a popular beachfront restaurant and one on the mainland.</p><p>Police say reported rapes usually increase in March because of vacationers on spring break. <p>MIAMI (AP) — Four South Florida residents have been charged in a $6 million mortgage fraud scheme.</p><p>The U.S. Attorney's Office made the announcement Tuesday. Arrested were 53-year-old Carlos Cano of Delray Beach; 34-year-old Robyn Colon of Boynton Beach; 52-year-old Jose L. Colon of Boynton Beach; and 40-year-old Maria L. Lozada of Miami.</p><p>They were charged with one count of conspiracy to commit bank fraud and eight counts of substantive bank fraud.</p><p>The indictment says Lozada would identify Miami-Dade County properties that could be used to defraud the lenders and then recruited the others to pose as purchasers of the properties.
