JACKSONVILLE, Fla. -- The Florida Department of Transportation is spending $8.9 million to resurface Philips Highway, and make 16 bus stops ADA compliant by adding concrete slabs so wheelchair riders can load and unload safely, but Action News found that's where the concrete ends.
