STARKE, Fla. — The Starke Police Department Patrol Division was made aware of a possible case of child abuse at the Precious New Beginnings Daycare Center located at 743 South Walnut Street in Starke on March 18. The case was forwarded to the Starke Police Department Criminal Investigations Division and investigated.
After completing an inspection, observing evidence and interviewing current and former employees, police were able to confirm the allegations. Arrest warrants were then obtained for Valory T. Payne, 41, the director of the facility, and QuinQune T. Robinson, 45, who Payne identified as a facility volunteer.
They were arrested and an investigation is ongoing, according to the Starke Police Department.

Payne has been charged with two counts of child abuse without great bodily harm and one count of knowingly providing false information to law enforcement. Robinson has also been charged with two counts of child neglect without great bodily harm.
