Teen in Jacksonville foster care facility says he was kidnapped, raped

A teen in a Jacksonville foster care facility said he was kidnapped outside the home and then raped.

Police arrested Robert Stephens on charges of kidnapping, threatening and raping a teen in February.

We aren’t identifying the teen because he alledgedly was a victim of sexual assault.

He took to social media after the alleged attack and spoke to Action News Jax.

He claimed he wasn’t allowed in his foster care facility because he got home late from work.

So he started walking down the street and that’s when he was attacked, he said.

A man who lives next to Panama Youth Services said boys are always seen walking around the neighborhood.

“It is shocking because they have a policy to get the kids out of the building in an effort to get them to go to school,” William Ptak said.

A police report states a suspect came up to the victim and forced him to walk with him to Tallulah Park, which is more than a mile away from the group home.

The victim told police the suspect then sexually assaulted him.

“They’re not responsible for the kids once they leave the home and it’s unfortunate that this happened,” Ptak said.

A couple of weeks later, the Florida Department of Law Enforcement matched Stephen’s DNA to evidence in the victim’s attack.

Stephens was then arrested and charged.

The CEO of the foster care facility said he is not allowed to comment and has a lawyer.

But he did say the teen is no longer living in his group home.
