WVEC reported that court documents said Oliver was involved in the fight at Floatopia, a yearly event in which beachgoers and boaters meet up on Memorial Day weekend. WAVY reported that the event was in the city's Chic's Beach area and was unsanctioned.

Police said they found a baby who was "extremely overheated with sand in eyes, eyes rolling in head, and Oliver denied the child was hers," according to WTKR.

Police documents said that two children, a 7-year-old and 11-month-old, were left for hours with no supervision.

Temperatures over the weekend were in the low 90s, WTRK reported.

According to documents, police said Oliver was so intoxicated she did not know her last name, WVEC reported.

Oliver was arrested and charged with child abuse and neglect causing serious injury, child abuse with reckless disregard for life and public intoxication. She is in jail with no bond.
