The campaign for Amendment 1 said it will protect consumers from scams as well as firefighters from dangerous roofs.
What's left unsaid is that the amendment would also enable utilities to impose new fees and costs to rooftop solar users.
Southern Alliance for Clean Energy Executive Director Stephen Smith said Amendment 1 is a bait-and-switch operation.
He worries that voters will check "yes," thinking they’re voting pro-solar, when the opposite is true.

The firefighter union pulled its support for the campaign and wants the ads firefighters appear in to be taken down.
"Our membership would prefer to pursue any future firefighter safety regulations related to the still developing alternative energy industry through legislative or rulemaking action, as opposed to a constitutional amendment that many believe to be misleading," Randy Wyse, President of the Jacksonville Association of Fire Fighters, told Action News Jax.
The spokesperson for the group that backs Amendment 1 said they are pulling the ads from TV stations across the state.
Floridians for Solar Choice, who oppose Amendment 1, said in a statement, "It was shameful for the state’s utilities to draw firefighters into their scam to advance (Amendment 1)."
