A mother was arrested Wednesday after police say she left her children in a hot car in the parking lot of a local Walmart for at least 20 minutes.

Elena Shavrova, 30, was arrested on a charge of child neglect, according to a Jacksonville Sheriff's Office report. The police report noted it was 91 degrees and partly cloudy on Wednesday.

Surveillance video showed Shavrova's car pulling into a spot at the Walmart at Beach and Hodges boulevards at 12:44 p.m., the report stated.

Shavrova was seen on surveillance walking into the store at 12:47 p.m. and walking out at 1:07 p.m. A witness told police she saw Shavrova opening the car door at 1:09 p.m.

A man told police he saw Shavrova's 2016 Nissan Rogue before he went into Walmart, the report said. When he came out of the store, he heard what sounded like a child crying.

He said saw the SUV still parked there with two children inside with the windows up and the doors locked.

The man told police he considered breaking the glass, but then Shavrova came out of the store.

The Jacksonville Fire and Rescue Department responded to check on the children, who were found to be in good health.

Shavrova was arrested and taken to the Duval County Jail and released on Thursday afternoon.

It was 91 degrees in the middle of the day in Jacksonville. Witnesses at the Walmart on Beach Boulevard were about to break the window when the mother came out, police said:
